Charles Nagel, who was Secretary of Commerce and Labor under President William Howard Taft from 1909 to 1913, asked Putnam to take the position as the first Commissioner of the Bureau of Lighthouses. Nagel was the last person to serve as the Secretary of that cabinet position before Labor and Commerce were split up into two separate cabinet offices.(Courtesy Library of Congress.)
