Conferring
A lighthouse keeper is shown conferring with an individual at the base of the Los Angeles Harbor Lighthouse in this photo taken on October 15, 1915. The other person might have been a high ranking lighthouse official. Two other people are shown to the right. At one point, there were complaints that too many people were arriving at the lighthouse, which had been open for tours on Tuesdays through Fridays. H.W. Rhodes, who was the Lighthouse Inspector, complained to his boss that the lighthouse had become a picnic ground and “loafing place for undesirable characters,” saying it was high time to restrict access to within 200 feet of the tower.
