Frederick J. Hartley, shown here in his United States Lighthouse Establishment uniform, served as the 1st assistant keeper at Ashtabula Harbor Lighthouse from January 1904 to March 1907 when he resigned. He served under head keeper Joseph F. Crawford. They would have served during the transition from the old lighthouse tower to the new tower built on the crib.
