When the Philippines became a territory of the United States, George Putnam was put in charge of building the lighthouse under then Governor of the Philippines William Howard Taft. Apparently Putnam gained the respect of Taft. When Taft became President of the United States, he appointed Putnam the first Commissioner of the United States Lighthouse Service in 1910 when the Lighthouse Board was abolished. Putnam held that position for 25 years.
