When it comes to understanding exactly what a buoy does, the Sunday Oregonian newspaper article put it very succinctly. “The buoy is to the seaman in the day what the light is at night and the fog signal is in thick weather.” The district tenders had to regularly service 302 buoys in addition to their lighthouse duties.
